It is possible that a district doesn't have an owner[it is an optional field]. lets say corp A owns a single district. Corp A disbands. Next downtime the District will have no owner.

You should be able to make a character which is a director CEO , but there is a bug in the current build preventing that. When you remove roles from a character he is put into a 24 hour stasis where almost nothing can be done to them. After that ...
